well http://artpad.comis a good website if you want really good color affect- such as blur affect,the texture,layers, and etc but if you want more of a chat/drawing on a certain subject i recommend a free friendly non- down loadable web site called http://iscribble.com

also all of the above is free and non- down loadable (isribble-you must sign up for a account if you want)
