January 13th, 1967, GMCM Delbert Black was selected to be the first Senior Enlisted Advisor of the Navy. On April 28th, 1967, the post was renamed to Master Chief Petty Officer of the Navy.

The holder of this rank and post represents the highest enlisted level of leadership in the Air Force, and as such, provides direction for the enlisted corps and represents their interests, as appropriate, to the American public, and to those in all levels of government. COB stands for "Chief of the Boat", and is the senior enlisted member aboard an active commissioned submarine in the U.S. Navy, regardless of rank. The position aboard a submarine is equivalent to a ship or shore Command Master Chief; however, the COB can be a Senior Chief (or a Chief in rare circumstances). Typically if the COB is not a Master Chief, he is very close to becoming one, or at least has many years at the Senior Chief position.
A senior chief is a person who holds the enlisted (E) rank of E-8. They are one rank above Chiefs, and one below a Master Chief. Im my rate they generally serve as an SEL (senior Enlisted Leader).

A Navy ABCS is an Aviation Boatswain's Mate Senior Chief Petty Officer (E-8). The Rate/Rank is read "Aviation Boatswain Chief Senior". The enlisted pay grade is E-8.
