Most people use political maps during elections. Political maps help establish voting districts and allow people to determine who they can vote for in the election.
Based on the census, we find out how many people are living where, which determines where we draw the congressional districts. Based the number of people living there, we may have to decrease or increase the number of districts within a state.
Members of Parliament are elected through a district system, on the basis of winner-takes-all. The UK is divided into 326 districts and boroughs for election purposes.

When calculating voter turnout, you would use the number of actual votes that were cast divided by the number of eligible voters. In most cases, eligible voters only includes people who have registered to vote.

States also need to change their own legislative distrcts from to time to time due to shifts in population and the new districts may be gerrymandered to help the party in power. The idea is to study past voting records and create as many districts as possible with a slight but solid majority for the controling party. It may be necessary to have some "lost" districts to which as many opposing voters as possible are placed.
A political unit such as a state is divided into districts for the purpose of electing representatives to a legislative body. If the basis of election is population, with equal number of people represented by each elected member, the boundaries of the district must be changed after each census if the population changes. This is called redistricting (drawing new district boundaries).

There are 435 representatives apportioned between each state according to population every 10 years. The constitution says no more than one rep. for every 30,000 people, but with our population being so big, we had to limit the number of reps, so now they each represent around 650,000 people.
People move around. When people move, some areas gain population, some areas lose population. Once every 10 years in the United States, the government takes a census, or counts the people. Each district that sends a representative to congress has to be changed so all the districts in the state will have the same number of people. When the districts are changed so that all the districts become the same size after a census, that is called redistricting.
