It is only called "West" because it was originally the western part (more precisely the north western part) of the state of Virginia. It first became a state during the Civil War, because it refused to secede from the Union when the rest of Virginia did.
West Virginia is in the eastern half of the US. It is considered the most southern northern state, but the most northern southern state. However, the state technically is considered a southern state as it resides below the Maxon-Dixon line. West Virginia is bordered by Ohio, Pennsylvania, Virginia, and Kentucky.
