Japan. They suffered not only the famous atomic bombs, but many others before them that killed, according to Wikipedia article on carpet bombing, over 580000. The two atomic bombs are said to have killed half of that number. Japan suffered heavy air raids because they were so reluctant to surrender. Defeat was out of the question because they have never been defeated at any point in history. As a result, the Americans kept bombing more and more so that the Japanese wish for the war to end. They finally did succeed by the atomic bombs. Excluding the atomic bombs, Germany suffered just as much.
