All Roman emperors had control over Britain after its conquest and annexation to the Roman Empire (46 AD for the south of England, 76 AD for Wales and and 79 AD for the north of England). All Roman emperors had control over the whole of the Roman Empire, except when there were usurper emperors. There were three usurpers in Britain: Carausius (286-93), Magnum Maximus (usurper in Britain and Gaul, 383-84) and Constantine III (usurper in Britain and Gaul, 407-09). There was also a 14 year period when there was a breakaway empire, the Gallic Empire (260-74) which comprised Britain and Gaul and had eight emperors.

Feudalism began when the Roman Empire lost the ability to run its far flung bureaucracy from the capital. Instead of appointing bureaucrats from Rome, it made the jobs hereditary. This became a part of Roman Law. When the Germanic Tribes over ran the Roman Empire, the German officers became the Nobility and the old Roman hereditary bureaucrats became lords of the manor. So, the top layer of government was replaced by a new top layer. They kept Roman Law but added Feudal Features.
There was not a Roman Empire of Gaul. Gaul was part of the Roman Empire as a whole and was subdivided into the Roman provinces of Gallia Narbonensis, Gallia Aquitania, Gallia Lugdunensis and Gallia Belgica. There was a short period when Britannia and Gallia formed a splinter empire. Historians call it Gallic Empire, but the Romans did not use this term. It was brought back into the fold by the emperor Aurelian 14 years later. Gaul was invaded by the Vandals, Sueves and Alans who crossed the frozen river Rhine in 406.

The Roman Republic lasted from the time of the kings until the civil wars in the first century BCE. The first Roman ruler that we call an emperor was Gaius Octavius -- or Augustus -- who ruled from 27 BCE to 14 CE. He didn't call himself an emperor, but "princips" or "first citizen."
