If a 19 year old chooses to leave then they can, hopefully they can support themselves or have a supportive relative or friend. (highly suggested to support one's self or have a very, very trustworthy relative, one the 19yr old knows full well)

Complications will most certainly become of it so it is most advised that the situation is A. Allowing to disband at peace with one another (better chances of having a safety net and not ending up homeless)

or

B. An escape from a negative situation (abuse, discomfort).

It is likely they have rights if they are recognized as guardians of an individual with a mental handicap. If they tried to call the police otherwise, its a waste of time.

It is important that the 19 year old fully consider their intentions of leaving in a fully aware manner.
