The government, dominated by the military at the time, were warned by the Admiral that planed the Pearl Harbour Attack that Japan would loose a war against the USA.

He also stated during the planning of the attack that if the American Aircraft Carriers were not sunk during the attack there was no chance of Japan winning the war.

He was overruled by his superiors and Japan was eventually boomed with two Nukes
