The military was the citizens, all of whom served in the army and navy when called out in emergencies.

The generals, one elected by each of the ten tribes, led the army and navy, and because the citizens wanted reliable war leaders, were elected on merit. As the political leaders were selected by ballot and could be anyone, they often gave the execution of political decisions also to the reliable generals.
