A "scenario" isn't required. Windows XP can always use the FAT file system. It simply won't format a device larger than 32 GB as FAT without a third-party tool.
If you intend to install the hard drive as a second drive, Windows 98 may not be able to recognise it. Windows 98 runs only with the Fat 32 file system, where as normally XP runs on the NTFS file system, but can also run on Fat 32
All you have to really do is take the picture. After you are presented with the scenario, the area on top of the camera mode will tell you which pictures you have taken and how many still need to be taken. After you have taken all of the required pictures, the game will automatically 'put the pictures in the magazine' and tell you you have completed the scenario.
