Generally, if only the outside of the Gamepad is damaged, then it should still function properly. Keep in mind that scratches on the touch screen can permanently damage the screen.However, you cannot tell if the Gamepad is okay just by looking at the outside. The best way to check if it functions properly is to turn it on and to see if anything is wrong with it. Scratches usually show signs of heavy and or rough usage of the Gamepad.

You cannot remove scratches from the screen. It is glass. If it were a plastic screen, a plastic polish would remove them. I would suggest a screen protector to prevent any more scratches from happening. And possibly a good protective case.
