The prophet, Micah. See Micah 5:1 below: "But you, O Bethlehem, Ephrathah,

are only a small village among all the people of Judah.

Yet a ruler of Israel will come from you,

one whose origins are from the distant past, to the days of old."

You will find the prophecy of Christ being born in the Old Testament book of Isaiah, chapter 7 verse 14.. Our Father is speaking to Ahaz king of Judah.

Isaiah 14

14 Therefore the Lord himself shall give you a sign; Behold, a virgin shall conceive, and bear a son, and shall call his name Immanuel.

15 Butter and honey shall he eat, that he may know to refuse the evil, and choose the good.

16 For before the child shall know to refuse the evil, and choose the good, the land that thou abhorrest shall be forsaken of both her kings.

In the book Micah 5:2 a ruler from Bethlehem is promised.

"But you, Bethlehem Ephrathah,

though you are small among the clans of Judah,

out of you will come for me

one who will be ruler over Israel,

whose origins are from of old,

from ancient times."

This prophesy is quoted in Matthew 2:6.

Some Christians read Micah 5:2 as a prophecy of Jesus. They are often unaware that the original context of Micah chapter 5 is the attack by the northern kingdom, Israel (in alliance with Aram), on the southern city of Jerusalem. Verse 5:1 is Micah's assurance that Israel can be beaten (Micah 5:1): "Now gather thyself in troops, O daughter of troops: he hath laid siege against us: they shall smite the judge of Israel with a rod upon the cheek."

In verses 5:2-3, Micah expects a stronger ruler, coming out of Bethlehem as King David had done, who would be capable of saving Jerusalem. This ruler shall deliver them until the time a woman in confinement gives birth, which may mean an expectation that the threat will be defeated in nine months:-

"5:2 But thou, Bethlehem Ephratah, though thou be little among the thousands of Judah, yet out of thee shall he come forth unto me that is to be ruler in Israel; whose goings forth have been from of old, from everlasting. 5:3 Therefore will he give them up, until the time that she which travaileth hath brought forth: then the remnant of his brethren shall return unto the children of Israel."

Verse 5:2 in isolation and therefore out of context, promises a ruler who will come from Bethlehem. Thinking of Jesus as a ruler rather than a saviour, we can then think of this verse as Micah prophesying the birth of Jesus in Bethlehem.
