They should certainly be proficient at their job - that goes without saying. By the time you make E6, you should be able to lead a squad (or larger element if required), you should know how to delegate authority, you should definitely know your abilities and limitations, how to counsel both soldiers and junior NCOs. And, at that point, you'll start having a hand in keeping the lieutenant from stumbling over themselves (but don't say that at your promotion board).
