∙ 10y agoTougher consequences for bullies might be what is required to help stop bullying. However, one must be careful when trying to make the rules tougher. Otherwise, the victims of bullies will be punished as bullies. So the real bullies get more of a bang for their bullying.

They should, in the best of all possible worlds. The problem is getting the bullies who should see it to actually seeit. If people have been identified as bullies and there is some way to have them watch a good video on the subject, then certainly they should. But people have to be open to getting help before it will take.
