There are many things one should do when their car doesn't start. Depending on the type of car one has, one should check for problems located in their engine.

Fully charge the battery Check with a voltmeter (should read approx. 12.8 volts without engine running) With engine running and good alternator reading should be 13.8-14.2 if the battery is dead the car wont start. replace the battery (preferably with a new one) run the car and if it dies or wont crank again its the alternator (or possibly the alternator belt is slipping)
There are many, many possibilities, but the engine needs a good battery, fuel delivery, compression and spark to start and run. You are probably missing one of those.
every one i think if your car cranks and wont start you have a electrical problem most of the time you would think its the fuel pump but when you start your car you can hear the fuel pump working
according to one website i read he try's to get away with the diamonds but his car wont start and the cops get him in the end.

If your car works fine when its not cold and only wont start when its cold outside then its a bad solenoid and most likely the one that regulates voltage to your starter. This solenoid can not be replaced with out replacing the starter because they are combined. Unless you have a aftermarket starter that will let replace the solenoid without replacing the starter. So all you have to do is take it to a shop and have a new starter put in and your prob should be fixed.
does your car offer to start but doesn't catch? if it does then you have lined up the top pulley marks the wrong way. check that you have the dowels on the inlet and outlet pulleys facing the right way one should be upwards the other downwards it should tell you in your haynes manual which one should be up and the other down
You need three things to start a car: fuel, air, and an ignition source. Start by checking the air filter, the sparkplugs, and the gas level. If its not one of these it may be your battery or something more serious
