Everythging works better when the balance is correct, but you do not need to correct the pH before adding chlorine. Just keep an eye on it.
The sun and the chlorine are the worst things for a liner but there is not much you can do about that try dissolving the chlorine in a bucket of water before adding to pool it does help some but as i said there is not much to stop it.
I'm not sure what you mean. If your qeustion is how long do you have to wait to swim after adding chlorine, it really depends. If you're adding chlorine to bring the level up to 2.0 or 3.0ppm, then wait minimum 1 hour before swimming, and be sure the filter is on. If you're shocking the pool and bringing the level up to 10-12ppm, you need to wait until the pool reaches a safe level as stated above.
The warmer the water the quicker the Chlorine evaporates off. Adding an air bubbler to disturb the water surface will also speed it up. I normally stand water overnight before using it to replace water in occupied tanks.

My guess is that the pool was under-sanitized (insufficient chlorine for example) before you started adding the fill water. The fill water is also probably under-sanitized, or at best would have very little chlorine in it (and possibly some phosphates). You should keep a good residual of free-and-available sanitizer (chlorine for example) at all times - and add more sanitizer to cater for new topup water.

I think the best thing you can do is let the tank sit for three days ,full of water with the pump going. If you don't want to wait you should at least add some Chlorine remover before adding the fish. You can find Chlorine remover at any pet store. Just takes a few drops. I usually do both; add the Chlorine remover then let the tank sit a few days.
