idle speed for a 99 Tahoe
NO you can not. The idle is computer controlled and should NEVER be fooled with. If it won't idle right then you need to have the engine scanned with an engine scanner so you can get a ideal of what the problem might be.
Its on the passenger side of the throttle body.

There are a couple of things that might cause a Chevy Tahoe to lurch forward after releasing the brake. One reason could be that the idle is high. The drive shaft may have to be greased.
The oil pressure gauge will fluctuate on a Chevy Tahoe when the vehicle is idling and when the vehicle is driven at highway speed. Idle is usually 30 psi oil pressure or slightly more. At highway speed, the oil pressure should be between 60 psi and 80 psi.

There is no idle adjustment. The idle is controlled by the ECM. You may have vacuum leaks causing incorrect idle speed. The gasket between the throttle body and the intake manifold was known to blow out and cause a vacuum leak.
the RPM should idle 700 - 900
