If they're obviously asking the same question - merge them together. For example, suppose there was a question 'What isJustin Biebers birthday' and someone else had posted 'When is Justin Biebers birthday' - they're both obviously asking exactly the same question, but in slightly different forms - so they should be merged together.

Well, some would say that a question is easier to teach because it is more open to learning than an answer, which already thinks it knows everything, but somebody else might say that an answer is easier to teach because it implies that you already know the question. It's up to you really.
Just wait for the same question you asked to be changed. A contributor will either add on to the already good answer or completely change the incorrect existing answer.

Your question is vague - if you meant 'how do you ask questions' - you just did ! If you mean you need to ask a follow-up question to an already existing answer - go to the answer that's already written and click the 'discussion' button. That takes you to an area where you can ask more questions relating to the content that's already been posted.
