First, FIND A DIFFERENT MECHANIC!!! That was terrible advice. There is a reason the manufacturer used a 20 amp fuse. Using an oversized fuse is just asking for something more expensive to burn up instead (possibly the whole car!) Second, find the wire that is shorted out. Somewhere on the circuit there is probably a bare wire that is touching a grounding point.
