A sick fish will not flare. My advice is for you to read and follow the basic rules below. :- 1 inch of fish needs at least 1 gallon of water (a Betta is a 3 inch fish and needs at least 3 gallons). :- Every tank needs a permanently running cycled filter. :- Every tank needs at least 50% of its water changed every week. Bettas are tropical fish and need to be ke[pt at around 78F. They should be fed a good "Betta specific" food morning and evening as much as thery will eat in 15 minutes. If you follow the above rules your fish should do OK and be prepared to "flare" If you miss out on any of the above then I can guarantee that the fish will be constntly getting sick and will live a shortened lifespan.
