if a brake caliper locks up, you can buy a kit to rebuild from any auto store. but the best way is to replace it. they do not cost that much, depending on vehicle,
contaminated or warped brake piston. or warped or undersized rotor
If its the wheels with the emergency brake in it, possible sticking brake cable

it sounds to me that your hand brake is applied or stuck on.try releasing it or check the rear brakes.
Electronic brake. Like the hand brake which has a physical cable that you pull tight, the e-brake locks the rear wheels.

If you mean low of brake fluid, the answer is no. When a caliber locks up it is usually caused by contamination of moisture in the brake fluid. This causes the caliber to rust and then it will lock up. You are more than likely going to have to replace both front calipers. You also need to flush your brake system and put in fresh brake fluid.
Does it lock up when you apply the brakes?? If it does then you have a leaking wheel cylinder. A small amount of brake fluid gets inside the brake drum causing the wheel to lockup. The fluid usually "burns off" after the brake heats up.
Locking mechanism controlled by the brake pedal has failed. Shop will need to fix this one.
