The solenoid is on the side of the starter or built into the starter
The starter solenoid is attached to the starter. Follow the positive battery cable from the battery, it will lead you to the starter solenoid. The starter would have to be removed to replace the starter solenoid.
The positive battery cable is attached to the solenoid and the solenoid is attached to the starter itself.
The starter solenoid on a 1998 Chevy 1500 is located on the starter. It is on the top with a positive cable connecting it to the starter.

The starter solenoid is mounted directly to the starter. Just follow the positive battery cable from the battery, it will lead you right to the starter solenoid.

Your problem is the starter solenoid. It may be a remote solenoid mounted on the inner fender well. You can easily check it by running a battery booster cable from the positive battery post to the starter side of the solenoid wiring (the heavy wiring). If the starter operates, the solenoid is bad.
It is attached to the starter, just follow the positive battery cable from the battery, it will lead you to the starter solenoid.
On the starter or IF you have (2) positive battery cables, in between them.
The large one from the positive side of the battery attaches to the large post mounted on the starter solenoid and a smaller purple wire that attaches to the small post on the starter solenoid marked "S". The small post on the starter solenoid marked "R" is not used with that vehicle. Any accessory power wires would also attach to the large post on the starter solenoid.
