To take the power steering pump pulley off of many later model GM products requires a special puller made for that purpose. It is available from Autozone on their loaner tool program. The same set includes another puller to put the pulley back on. Some water pumps also use the same style pulley.
1. Drain the coolant 2. Remove serpentine belt 3. Remove bolts for water pump pulley and remove pulley 4. Remove bolts for water pump 5. Remove water pump (may be corroded and difficult to remove) 6. Install new water pump seal (o-ring style) onto new water pump 7. Position water pump into housing 8. Install water pump bolts and torque 9. Position water pump pulley 10. Install water pump pulley bolts and torque 11. Install serpentine belt 12. Refill cooling system with fresh coolant (50/50 mix) 13. Run engine to operating temperature and check/top off coolant For a more detailed procedure I highly recommend you pick up a service/repair manual available at most auto parts stores.
Depends if it has a tensioner, or the older type manual adjustment. With a tensioner, put the correct socket on the pulley and depress it by hand until you get the belt changed. the manual style, loosen the bolts holding the slide, push in on the alternator to change belt, reverse to tighten.
It depends on the style. Attach the pulley that has two eyelets to the top beam. using one of the eyelets. Then attach the rope to the bottom eylet and tie a very secure knot in it. Then run the rope to the lower pulley and through the pulley hole. Then run the rope back to the upper pulley and through its hole. Now pull the rope tight. If you have another set of rollers in the pulley just follow the first length, repeating the process until all the pulley holes are filled.

I will assume you are regarding the pulley for the power steering? If so to loosen it use a socket on the top of the pulley it should have a flat head style appearance.Loosen it clockwise and then the big nut on front of the pulley is a 7/8 inch combination wrench loosen it and the pulley should slide down to make the PS belt loose.This pulley is kind of weird but,by loosening the top bolt (metric) the bolt will come up as you take the tension off.Then YOU defenitely have to loosen the nut on the front of the pulley itself which alloys the pulley to move up or down.To adjust back with new belt on run the top bolt which is behind the pulley with the flat head cut in it run it down tight then tighten the nut on front of the pulley this locks the pulley in place so it will not move.Hope this helps.If this question is in reference to the tensioner for the timing belt resubmit your question.
