I had the same problem with my 98 ranger you need a a special tool to remove the brackets that hold it in place It is not an easy task
Open the drivers door and look for an information sticker on the end of the door ( or the pillar ) It will show the original size tire on the vehicle from the factory
Need to check the charging system. sounds like a bad alternator.
