First place to start obviously battery-check voltage. Even if you have "some" power it takes almost 10 volts to turn your starter

The fuel regulator is on top on the side of the intaketowards the front . Should have a steel braided fuel line going to it.

If it's like the 94 there is a diagram on cover plate for over the fan. The tensioner is in the back and should be loosened to remove the belt.
The belt might be too loose. When you push down on the belt with your thumb there should be no more than 1/2 inch movement.
