Very possible that the start winding of the compressor motor is partially shorted. A grounded winding would cause a breaker to trip, however, a shorted start winding would not produce enough torque to turn the compressor and the run winding would not kick in resulting in the buzzing to stop in about 5 - 10 seconds (start winding timing out). There is a small relay on the compressor of every refrigerator. This relay only closes when the compressor is starting, and opens as soon as the motor comes up to speed. As an experienced refrigeration technician, I would say that the problem definitely lies in that relay.
