Blade adapter from a MTD or Yard Machine seemed to fit the keyed shaft. Center bolt is 3/8" with 24 threads per inch. My issue is the shaft on the Predator is 1/2" longer than my original Yard machine, Briggs and Straton. So I either need to cut the shaft off, or raise the motor on a half inch thick spacer plate to get the blade at the same height it was on the original motor.

If the engine is running at proper speed the outside edge of the blade is moving at 1900 RPM, at those speeds only the first two outs side inches of the blade are doing all the work.
If it is a push lawnmower, probably (Although I have seen one with an electric starter). If it is a riding mower, probably not. On a push mower, the hub where the blade is bolted onto is attached to the engine driveshaft via a keyway and a fastener (nut). Therefore, the blade is not driven by a pulley. On the contrary, on a riding mower, the blades are usually driven by a belt that transfers motion from the engine shaft pulley to another pulley that spins the blade(s).

Make absolutely sure that the blade nut is really tight not snug.
Having a blade on or off the mower will make no difference to whether or not it will run. If you took the blade off because you hit something and it needed to be replaced then more than likely you broke your flywheel key and that will keep it from running

Usually a short length of 2x4 can be used to wedge and hold the blade to loosen the bolt.
check oil, the engine could be frozen. check under deck there coud be stuff around your crankshaft, check if blade is catching on deck, check for bent crank or blade, sheared flywheel key
