The size of the pony will depend on what size you are and possibly if you are done growing or not. A horse or pony should not carry anymore than 20% of it's own bodyweight, this includes the tack and riders weight, this means that for example a 1,000 pound horse or pony could carry up to 200 pounds of weight, so long as it is reasonably fit. As for height that is really more of a preference unless you are above average height. Typically an adult female of average height can ride a pony or horse anywhere from 13.2 to 16 hands with no problem, this also applies to adult men. If you are above average height then the height of the horse or pony can increase a bit. If the rider were a growing child you can either start out with a small pony and just change to a larger one as the child grows or buy one that the child can grow into height wise over time.

It'll depend on how big the pony is but a good rule of thumb is two acres per horse/pony and another two to rotate patures. If that is not possible a pony can make due with just one acre so long as it is properly maintained and rested regularly.
