I think that size is a personal preference and also how much space you have for the television. You should first measure how much room you have for the television and go from there.
Assuming that all other features are the same, the ideal size of a television is one that fits the room in which it will be used. 40 and 46 inch are both large screens and it is easy to find that a screen can overpower a room. Why not take a piece of card and cut it to the same same size as the television you are considering. Place the card in the location for the television and sit back to look at it. If you are content with the size, you have probably found the best size for your room. If not, repeat the exercise with different sizes.
A 19" t.v is still an exceptable size to be used for the family t.v.
