Short answer.. all of them. Longer answer... there are alot of depending factors and this also depends on your definition of waterlogged. Soil(dirt) will retain(hold) more moisture depending on amount of organic content. A sandy soil will drain faster and hold less moisture.
Sandy soil is the best draining soil. Sandy beaches don't often suffer from flooding. Clay soils are the least well draining type. Because many plants do not grow well in sand, if you are setting up a pot, putting a few rocks at the bottom before adding potting soil will assist in the drainage.
