The sort of people transported as convicts on the First Fleet were not violent criminals. No one aboard the First Fleet had been transported for murderer or manslaughter, or any crimes involving physical attacks. Most of them were convicts, made up of thieves, pick-pockets, forgers, petty criminals and ordinary people just struggling to survive and driven to steal food.
Then, of course, there were those who were administrators in the new colony, and others who were needed to guard the convicts. They included the captains, Governor Phillip and Captain Hunter; numerous officers, some of whom had wives; and marines, some of whom also had wives and children; there was also one minister. a these people were not "transported": they, at least, had the option to return to England once their time of service was completed.
