I think this switch which is adjustable is located above the brake pedal on a braket with a locknut. May be the bump rubber on the pedal lever is broken.
The parking brake cables are located directly beneath the handle. Pull off the rubber boot. Loosen the locknut and tighten the tensioner.

There is a switch that is activated by the arm of the brake pedal. You can see it by looking underneath the dashboard. The switch could be malfunctioning or it may have to be adjusted by loosening the locknut and backing it away from the the brake pedal arm.

I dont think that you need to torque down the brake caliipers. I never have and it has never hurt me any, as long as you get them really tight.

There are many reasons why the leveling system will quit working. The first thing to check would be the brake interlock wires, one may have come loose.
I don't have 2000 specs, but according to the 2004 Sienna Repair Manual the torque spec for the front brake caliper mounting bolts is 79 ft-lbs and the torque spec for the brake pad pins is 25 ft-lbs.

I have a 98 Villager and I had the same problem. I found that the brake light switch at the brake pedal needed adjusting. Just loosen the lock nut and adjust the switch so that the brake lights do not stay on but only come on when the brakes are applied, then tighten the locknut. Worked for me. Hope this helps.
