It depends how far you have to put the wire into the wall. Turn off the electricity! Then use a wire coat hanger that is bend straight and tie the wiring onto that (for short distances.) If it's a longer way to go then use a thin taut cord to work the wiring through the wall. It also depends on what direction you're fishing and what you're aiming for. Electricians use "fish tape" made of spring steel and wound on a spool. It can be pushed for long distances inside walls or ceilings (or even conduits) and around corners. Spools come in 50 ft or 100 ft or longer. The larger the hole the faster it is to find the fishing tool at the other end. Another tool is a flexible rod that screws together in several sections. Mine is 3 m long and has an interchangeable hook or needle on the end, depending on if you're pushing or pulling something. You thread a string in the needle and push it through the first hole and out the second, then undo the string and use that to pull the cable through. The most important tool for fishing wire is often the "helper" who can stand at the other hole and tell you if you're close, or even help grab the fishing tool as it comes by. A large dose of patience is also useful. Alternatively, if you're going to be putting several wires through the same area, you might consider installing a conduit with a pull box at each end. That way, next time you add a wire the conduit is already there.
The barbs will stick by themselves, but not very well. Better is to use fencing staples. You generally need special gloves for handling razor wire.
