That expression has been quoted so often that it is now regarded as a "proverb." An early citation is Thomas Taylor, David's Learning, 1617; but the Oxford Dictionary of Proverbsnotes that Taylor was quoting a Latin saying. There are no requirements about experience. Indeed, Taylor, Grant and Eisenhower had no experience in civilian government positions before they were elected President.
There is no legal requirement for any kind of experience. However, you have to get nominated and then to win the election. This means you have to convince the voters that you are the best person for the job as President. A person without relevant experience would find it hard to do. The country elected four Presidents who had never held an elected office, namely Taylor, Grant, Hoover, and Eisenhower. Hoover had had experience as a cabinet officer. The other three were top generals in the army.
Dwight Eisenhower and Zachary Taylor both made the military their careers. Eisenhower was engaged in two World Wars whereas Taylor was only in the War of 1812 and the Mexican War. However, between wars, Taylor fought Indians but Eisenhower saw no fighting between wars. George Washington , U.S. Grant , Andrew Jackson, and William Henry Harrison also had extensive military experience.
Mean is about an experience that Taylor had when she was performing on stage once. There were rude men who were jeering and laughing at her. Thus in her song she says, "All you are is mean, and a liar, and pathetic, and alone in life and mean."
