There is no particular stage of puberty that you shouldbe at. Puberty is a very variable process and different boys can start it at different ages. They can also go through the various stages of puberty in different orders. For example some boys will get hair growing in the armpits before they grow any pubic hair near their penis while other boys will grow pubic hair before they grow hair in their armpits. The average age at which puberty usually starts in boys is 12 to 13 years of age but the normal range for puberty to begin is anywhere between 9 years of age and the late teens. Which ever stage of puberty you are in at 12 years of age is the right stage for you.
Between stage 2 and 5
Oral stage, birth to one year. Anal stage, 1 to 3 years. Phallic stage, 3 to 6 years. Latent stage, 6 to puberty. Genital stage, puberty to death.

The age of puberty in females in 11-12 years of age. Though there may be 1-2 year +- change.
It is pretty average, there are many young males who masturbate when they are as young as 8 years of age. It is normal and its average. If you masturbate when you are 12, reaching stage 2 puberty, you will not discontinue puberty, being able to masturbate is all part of the puberty process. If anything it will speed up your puberty faster than if you did not masturbate at all. i dot think that it will speed it up but it is definatly normal and many people do it
Not really, depends on your height, just remember to be confident and that you are still at the puberty stage!:-)
what year did congress approve Hispanic Herritange month

Yes. It's part of puberty
yes if the kid knows how :) It would be very unlikely because most 11-year-old boys have not begun Puberty and started producing sperm.
It is possible the child is having early Puberty so you should take him to your Doctor as a precaution just in case.
