Alaska had never been a part of the "Soviet Union" but it had been a part of Russia before Russia formed the Soviet Union. Russia agreed to sell the land that is now Alaska to the United States in 1867 for 7.2 million dollars. The deal was then known as Seward's Folly after Secretary of State William H. Seward, who brokered the deal. It doesn't look like such folly now.

Seward's Folly refers to the purchase of Alaska from Russia in 1867 by Secretary of State William H. Seward. The purchase was criticized because it was thougth foolish to spend so much money (about 7.2 million dollars) on such a remote region.
On March 30, 1867, U.S. Secretary of State William H Seward agreed to buying the subsequent state of Alaska from Russia. The price tag was $7.2 million.

Seward's Icebox was a nickname given to Alaska after Secretary of State William Henry Seward bought it from Russia. The purchase was also nicknamed "Seward's Folly".
