In Mexico there is none. There are two states on the Baja California peninsula, being Baja California (capital: Mexicali) and Baja California Sur (capital: La Paz); there are three states on the Yucatan peninsula, which are Campeche (capital: Campeche), Yucatan (capital: Merida) and Quintana Roo (capital: Chetumal).
Michigan has a peninsula
Continuing:
Michigan is said to have two large peninsulas. The state of Michigan is divided by the water joining Lake Michigan and Lake Huron at their northern ends. The Mackanaw Bridge joins the two halves of Michigan allowing relatively non-interrupted travel between its upper and lower halves. Lower Michigan, or the Lower Peninsula as it is sometimes called, forms a peninsula that reached deep into what would otherwise be a single, large body of water. The presence of this peninsula separates Lake Michigan and Lake Huron except for the relatively narrow water passage that joins the two at their northern ends. The Upper Peninsula of Michigan, or the U.P. as it is referred to locally, extents in between Lake Superior (to the north) and both Lake Michigan and Lake Huron to its south. Thus, both halves of the state form what are essentially peninsulas into these otherwise three intact Great Lakes. It is the presence of these two peninsulas that causes the three lakes to be identified as three lakes, rather than one much larger single body of water. It should also be noted that the water-way joining Lake Superior with the other Great Lakes is very narrow in the region passing between Sault Ste. Marie on the U.S. and Canadian boarders (the North-Eastern U.P.); narrow enough to be consider a river in which Locks have been established to facilitate the passage of ships. (In side note, Michigan also contains many smaller or secondary peninsulas.)
The state that is made up of two peninsulas is Michigan. There is an upper and lower peninsula. Michigan touches four of the great lakes.

The amendment process has two steps, proposal and ratification. Official proposals can be made by 2/3 of Congress or 2/3 of state legislatures (so Congress can be involved). Ratification occurs with a 3/4 vote of the state legislatures or a 3/4 vote of state conventions made up of delegates (not necessarily legislators) elected by the people.
