The District of Columbia is not located within any state. It is an area unto iteslf which sits north of the Potomac River that used to be part of Maryland. Originally, the District of Columbia consisted of a part of Maryland north of the Potomac and a part of Virginia south of the Potomac.

Article I, Section 17 of the US Constitution stated that the capital was to be a section of land to be ceded from unnamed states not to exceed ten miles square. Maryland and Virginia had ceded these parts to the federal government for the location of the capital. Some years later, Virginia asked the federal government for its part back. The federal government did just that and that is why the District of Columbia is on the northern side of the Potomac only.

To see what the original Distric of Columbia looked like when it had been ten square miles with the part of Virgina that was given back, just look at a map of Virginia south of the Potomac and look at the lines for the borders of Arlington County south of the Potomac River and Washington D. C. and you'll see the original ten square mile city that George Washington picked out for the capital.
