According to the Treasury Department, the names visible in the image are:
Upper frieze - Arkansas, Michigan, Florida, Texas, Iowa, Wisconsin, California, Minnesota, Oregon, Kansas, West Virginia, Nevada, Nebraska, Colorado, and North Dakota. Lower frieze - Delaware, Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts, Maryland, Carolina, Hampshire, Virginia, and New York.
The States South Carolina and New Hampshire are shown without their prefixes.

The Lincoln Memorial itself has the names of all 48 states that were in the Union at the time the monument was built. Because the bill can only show one face of the building only 26 names are visible.
