Many modern 'BB' or Pellet guns will shoot a projectile at close to standard firearm speeds. You can buy a combo BB/pellet gun at big family stores for under fifty dollars that have a velocity of eight hundred feet per second. A lower velocity pistol is often only 60-100 feet per second faster. While the projectile in the BB/pellet guns is very small and light, it could easily pierce skin or eyes. So it can be very dangerous if mishandled. But so can many other things, so the importance of BB/pellet guns is to use them to teach safe handling of a firearm to prevent accidents.

A pellet rifle has no firing pin. It also can not fire a bullet or gunpowder. It can not be made to do so either. The pellet has no charge (casing like a bullet) it just a pellet. However pellet rifles can be just as deadly as a real firearm. They use Air or C02 to project the pellet downrange. Some Pellet rifles are used for hunting, others for target practice. The Major difference between a firearm and an air rifle, is Gunpowder is use in Firearms and Air or C02 is used in Air rifles.

Yes. A pellet gun and a firearm are two totaly different things. Actually if the felony comitted was not a violent felony , the felon will be able to own a firearm after the sentence/probation is completed IF it was a first offence.

A pellet gun should be silent enough that there isn't a need for a suppressor. That aside, if it can be determined to be compatible with a real firearm, it would be an NFA-regulated item (BBs and pellets come in .177 and .22 caliber, both of which are compatible with real firearms), and you would need either a Type 7 or Type 10 Federal Firearms License with a Class 2 Special Occupational Tax Stamp in order to legally manufacture it.
