The civil rights movement that begun in 1954 started with the Brown v. Board decision that integrated schools. It prohibited the segregation of schools and allowed all races to attend the same schools.
Governor Almond, on the heels of Brown vs. Board of Education, ordered that the schools in Virginia that were subject to integration be closed. The schools in Warren County, Charlottesville and Norfolk all were closed for parts of the 1958 school year.

The fear about voucher programs leading to segregated schools exists because it's happened before. The first state-sponsored voucher programs arose in Southern states as a way to help white families avoid sending their children to integrated schools. The schools were dubbed "segregation academies" and popped up throughout the South.
By 1972, integrated classrooms were present in many schools throughout the United States. The process of desegregation had been ongoing since the Supreme Court's landmark decision in Brown v. Board of Education in 1954, which declared segregated schools unconstitutional. While there were still some areas that resisted desegregation, significant progress had been made in integrating classrooms by 1972.
