Euthanasia is Illegal in most US States, including Idaho.
A person can die anywhere, given the right circumstances. However, if you refer to suicide, assisted suicide, or euthanasia, people will do their best to stop you no matter what you want. Suicide was illegal in the US until lawmakers overturned the law in order to get attempted suicides to come forth for treatment. The Netherlands support full-fledged euthanasia, meaning the doctor can end the life of (kill) the patient. Switzerland does not punish euthanasia or assisted suicide. The states of Oregon, Washington, and Montana have legalized assisted suicide.
someone is not considered dead until a doctor or the coroner pronounces them dead. It is necessary for the question to be more specific as to what the exact issue might be; such as debts of a deceased, a beneficiary of a will/estate, wrongful death of a person, and so forth.
Euthanasia (as defined as a third party ending the life of another) is illegal throughout the US, mostly under state general homicide laws. Therefor, you cannot obtain a "euthanasia certificate" anywhere in the US. The only form of euthanasia legal anywhere in the US is assisted suicide, and even this is only in a few (as in 3 or fewer) states. The major difference between this and general euthanasia is that it is the patient taking the action ending their life, not someone else.

(in the US) You can't because it does not exist. "Common law" had been the body of the law prior to the advent of legislative bodies such as Parliament in England, Congress in the United States and the legislatures in the various states. While many of our statutes may have their origins in Common Law, in current day, statutory law constitutes the only body of the law for all citizens of this country.
