Native Americans were already settled in North America long before the creation of any U.S. state. Native Americans were settled near the 13 colonies when they transformed into the United States of America.
Many Native American nations, tribes, and groups were removed to Indian Terrirtory in the 1800s. Indian Terrirtory would later be transformed into the U.S. state of Oklahoma in 1907. One of the earliest accounts of Native Americans becoming part of the state (Mississippi) was the Choctaw; a provision in a treaty allowed them to become U.S. citizens.
