US President Franklin Roosevelt believed that the 1938 law that gave the president the authority to impose restrictions on the making of maps or photographs of military equipment and documents was required and made his executive order valid. Roosevelt believed, and so did most people, that the commander in chief had the right to restrict making public, defense items that would endanger the the welfare of the United States.
