Removing previously applied paint tops gloss paint from peeling of the undercoat on staircase.
Very unlikely, although possible if it's a very matt wallpaper. You could try using a matt undercoat, then gloss on top.
depending on the surface finish of the primer. Noirmally its matt in its appearance and will take a water based gloss. However, a primer should have an undercoat applied first unless its a primer/undercoat.

yes no issue But remember to fill and undercoat if the base is chipped and/or down to the bare material in places then sand to remove rough surfaces. If the paint is of the same colour a small wash over to remove surface grease might be required
It won't adhere properly if you do. You'll find it peeling of almost as soon as it dries.
Yes. If you want a good finish that will last, the gelcoat must be well sanded with 240 grit paper, primed with an epoxy undercoat and topcoated in 2-pack urathane gloss.
Yes you can. The weathershield system is just a little more flexible than ordinary gloss paint, which can also be used externally, hence, why you can mix the two. All it will mean is the flexibility will be reduced, but when i paint exteriors i use standard gloss paint, and it lasts for years, as, the longevity is dependent on the preparation beforehand, ie, sanding down, priming bare timbers, and applying a generous layer of undercoat. Ordinary gloss paint, if preparation is done correctly, will last just as long as any weathershield product, and is half the price.
use a good grade exteria primer and undercoat. Then use an exteria grade gloss. Make sure that you use exteria grade as this will be resistant to temperature and UV. If painting existing painted windows make sure you rub down the surfaces as this will renive old contaminated paints and leave you a smooth keyed surface to undercoat.
Is the paint peeling by itself, or only when the tape is removed? If the paint is peeling by itself, and your placing semi gloss over semi gloss, you may need to lightly sand to rough up the surface so the new paint will adhere better. If the paint is peeling when the tape is removed, you may need to use a high quality tape, such as Scotch Blue Painters tape, Or Frog Tape. these tapes are more expensive, but often provide much better results. Also when the tape is removed, the paint either needs to be really dry, or still wet, not somewhere in between. Try pulling very slowly at an angle away from the area that was painted, this technique also helps
Waterproof. The type and style will mostly depend on what it is being painted onto.
semi gloss
Yes, you can
