They were taxed on all imported goods which doesn't sound terribly oppresive, except they determined what goods couldbe imported, and from what country. Holland offered glass at 10% of the cost of British glass but it was illegal to own it. Tea from a Portugese smuggler of an equal or superior quality was about half the price. It was illegal to own it. Paper could be manufactured locally for 5% of the cost of English paper, but to own it was illegal.
