Of course it is not normal. You have no fuel pressure at startup, and the engine is starving for fuel. Look at the fuel pressure regulator or for leaking fuel injectors that are bleeding off at shut down. This is definitely not normal and anyone who tells you it is, should not be trusted to repair this vehicle.
when the pressure gets high in the power steering system, its harder to turn the pump. when the pump is hard to turn it slows the engine rpms, acting a little like a brake on the engine. this sensor tells the computer how much pressure there is in the system and increases the idle to compensate for it.

There is a sensor on the power steering pressure hose that tells the ECM when the pressure increases which is an indication that you are turning the wheel. When the pressure goes up the ECM automatically increases the idle speed to compensate. If the pressure sensor fails then the ECM doesn't know you turned the wheels so it doesn't boost the idle speed and the engine may stall. So check the power steering pressure sensor.
If you are referring to the fuel pump float that tells you how much gas you have left it is in the fuel tank attached to the fuel pump.
If your fuel level is low, fuel will slosh away from the fuel pump, and suck air. This is the affordable solution. Don't let your tank fall below an eighth of a tank. Check the sensor in the power steering pressure line. When you make a tight turn, for example in parking, the power steering pump puts extra load on the engine. The sensor tells the engine control module that there is more pressure and in turn the engine control module sends a signal to the fuel injectors to add more fuel thus maintaining the engine speed.

The vtec oil pressure switch tells the computer when the engine has the correct amount of oil pressure for the vtec to engage.
It tells the motherboard that the "Power is Good". PG stands for Power Good.
the deville is famouse for computer problems, once the car is started the brain sends a signal to the injectors to puch out an introductory supply of fuel for startup, basically this signals tells the injectors how long to stay open, perhaps the signal is telling the injectors to stay open too long or too much, good luck.
