I would say it tastes different, not necessarily bad. Some beers actually have enhanced flavors if served room temperature instead of ice cold. And beer that has gotten hot in the bottle or can before opening is more likely to go bad or 'skunky' then beer that is kept at a moderate temperature.
Kegs themselves aren't usually refrigerated, but they're often kept someplace relatively cool. The beer is chilled when it flows through the fill lines.
