There was extensive discussion in the Continental Congress concerning the length of the terms in the Senate as well as how to best turn over the membership. Nathaniel Gorham, Edmund Randolph and Hugh Williamson proposed different scenarios but it was Gorham who finally proposed the winning combination. The Senate would serve 6-year terms with a third of the membership turning over every two years.
The primary reason, from my perspective, that the Articles were not successful was the fact that not all of the states would agree to the wording and terms that were proposed.
William Paterson proposed a plan that would have have retained much of the Articles of the Confederation.
The Virginia Plan proposed that both houses of Congress would be based on population.

The New Jersey Plan proposed a plural executive that would be elected by Congress.

Proposed would mean to put out to the public, for the open, etc. A decree is like a document *legal or not*. Take Lincoln showing the South and Europe the Emancipation Proclomation. That was a proposed decree.
The proposed extension of the freeway would eliminate some traffic problems. Copernicus proposed that Earth and the other planets orbited the Sun. He proposed to his girlfriend during the Super Bowl game.
