Well if your 16 years old, there is no restriction to how big you can get a scooter. Its just that if you get a scooter or moped bigger than 50cc, you have to get an acutal motorcycle license. But considering your 16, you should have no problem.....good luck!

Yes, and in fact in almost all states you will need a motorcycle license and not just a moped license, as a Moped is generally considered to be a cycle with a 50cc engine or smaller. It also needs to be registered with the DMV and pass an inspection (some states do not require inspections, however - you'll need to check for yourself) AND you need to carry liability insurance to be able to LEGALLY ride it on the roads. In the UK, you are not allowed to drive any motorised vehicle on the public roads until the age of 16 years. At 16 you may drive a moped or a motorbike, but you need a Provisional Licence (learner's licence), and I think you have to pass a sort of written test even before that.

No you dont have to take a test. You have to take a CBT training course which normally last 4-8 hours on and off road with a 50cc or 125cc. you shold pass in a days course.
NO! Mopeds generally are 50cc or less. Some states allow highway travel with a minimum of 150cc which is suicidal, unless it can maintain 70mph. Personally I would go no less than 250cc for highway riding, and more like 400cc for long distance touring with or without a passenger and with the ability to pass comfortably at highway speeds.

You don't need a moped license if you plan to operate the vehicle on private property only; however, if you plan to ride on streets or highways you'll need to obtain a Kentucky moped license and register the moped. You must be at least 16 years old with a valid driver's permit to apply for your moped license. If you're under 18, you'll need your parent or guardian to sign for you. If you already have a driver's or motorcycle license, it will suffice. You won't need a moped license, too. Apply for your moped license at your local County Clerk's office. The application process for a Kentucky moped license is much like that of a driver's permit. You'll complete a driver license application as well as take the written and vision exams. If you successfully pass your exams, the clerk will issue you a KY moped license. You can keep it until you obtain a motorcycle or driver's license, at which point you'll need to submit your moped license to the County Clerk's office.
